We made these today. I have to say the cupcakes are totally yummy. I used coffee in place of the water to mix with the cocoa (and it took more than 3T to make a paste), and I used 3/4C + 1.5T of cake flour in place of the all purpose.
The frosting leaves much to be desired. At 2 pts per cupcake without the frosting, they'd be delish with just a dusting of powdered sugar or a dollop of whipped topping. The better your cocoa, the better the flavor!
